Often people lose the paper part of the licence. They keep the photocard safe in their wallet but have lost paper dricing licence - otherwise known as the counterpart. Annother situation that often occurs is where a new driver gets their first provisional licence andf they keep the photocard but thrw away the counterpart thinking that it is not important. The cost of replacement of a lost driving licence is usually £20. If you are only notifying a change of address the replacement cost is free. However if you are notiftying a change of address AND you have lost the licence, then normally you will be charged.
